In context it is cherry picking, for since Eisenhower, Reagan and Obama are only average at 63% in the Gallup Poll. However the degree of difficulty as to the dives they face as to comparable handi-caps, of Lincoln and FDR are off track bets. The parimutuel may be political and polarized.
